PAC Payroll Deduction Toolkit 

Please join the International Brotherhood of Electrical Workers in strengthening the political voice of our membership by implementing or expanding a voluntary payroll deduction program for the IBEW PAC. Payroll deduction, also known as check-off, allows members to authorize a small, recurring contribution directly from their paycheck. While each individual contribution may be modest, the consistent nature of check-off generates a steady, reliable stream of resources that adds up significantly over the course of a year. A strong payroll deduction program ensures our PAC remains well-positioned to advocate for policies that protect jobs, strengthen our industry, and defend the interests of IBEW members and their families. 

 

Use the toolkit below to seamlessly establish or grow your local union’s PAC payroll deduction program: 

 

Sample Employer Letter: Utilize the ready-to-send sample letter to formally request implementation of voluntary PAC payroll deduction with your signatory employers. The letter clearly outlines the process and legal framework to make adoption straightforward and efficient. 

 

Payroll Deduction Laws & Guidance: Review the summary of applicable federal and state laws governing voluntary payroll deductions to ensure compliance and provide clarity when answering employer or member questions. 

 

Sample Check-Off Language: Access model contract and authorization language that can be incorporated into agreements or side letters to facilitate smooth administration of payroll deductions. 

 

Member Authorization Forms: Dues Deduction Cards (Form 932) are required to be signed by every member who signs up and must be retained by the local union for as long as the member is signed up. Form 932 is per pay period and Form 932H is used for hourly deductions.   

 

Member Engagement Tools: Leverage talking points, FAQs, and best practices to help educate members on the importance of PAC participation to get them signed up.
