Repeal Right-to-Work Toolkit

The IBEW is calling on all Wisconsin members to mobilize in support of the Build a Stronger Wisconsin legislative package, especially its call to repeal the anti-worker “right-to-work” law. 

Since its passage in 2015, Wisconsin’s so-called “right-to-work” law has weakened unions, lowered wages, and hurt working families. It allows non-members to benefit from union contracts without contributing their fair share. This undermines solidarity, shrinks apprenticeship programs, and erodes middle-class stability. 

The Build a Stronger Wisconsin package would reverse these harmful policies and put working people first by:

  • Repealing Wisconsin’s “right-to-work” law 
  • Restoring prevailing wage for public projects 
  • Re-establishing project labor agreements (PLAs) 
  • Strengthening penalties for worker misclassification  

Together, these reforms will raise wages, protect good union jobs, and rebuild the middle class that keeps Wisconsin strong. 

Repealing “right-to-work” means stronger unions and communities: 

  • More resources for apprenticeship programs, contract enforcement, and organizing 
  • Greater bargaining power for better pay, benefits, and job security 
  • Fairness and solidarity by ending the “free-rider” problem that weakens unions’ collective voice  

Since “right-to-work” took effect, union membership and wages have both declined. Repealing the law would restore fairness, strengthen the middle class, and ensure the next generation of skilled workers can thrive. 

Introduced in September 2025, the Build a Stronger Wisconsin package has unanimous Democratic support in both chambers of the state legislature. With Republicans holding legislative majorities, however, the path forward is challenging. Lawmakers need to hear from us now.
